Not on a self-serve basis yet. What launched across Europe on 24 August 2026 is ad delivery to users; advertiser account eligibility follows a separate timeline. Businesses registered in EU and EEA countries cannot open self-serve accounts at this stage — the UK is the only European country on the eligibility list. During the opening phase, European campaigns are booked through OpenAI's Ads Solutions team, agency partners and technology partners. So you can reach users in Germany or France today, but you need an account in an eligible country or a partner route to do it.

How does targeting work in ChatGPT Ads?

Instead of classic keyword matching, you write "context hints" at the ad group level: you describe the kinds of conversations your ad belongs next to. Geographic targeting and custom audiences built from your first-party data sit on top of that. Context hints are not exact-match keywords and do not guarantee delivery in any specific conversation — which is exactly why structure and disciplined testing matter.

How much does ChatGPT Ads cost?

Campaigns run on cost-per-click (CPC) or cost-per-thousand-impressions (CPM) bidding. According to pilot-period industry reporting, click costs ran in the $3-5 range while CPM fell from roughly $60 at launch to around $25. The six-figure minimum commitment required early on was removed with the self-serve Ads Manager.
